Cook County Board President Perckwinkle feels that Cook County "sanction" policy should not only be for illegals but be extended to low-level drug offenders. As we all know the possession of drug is a violation of the law but she feels that she can change this law by herself by saying to many low-drug users are in our jails and that judges just throw out the case anyways, so why are police hauling them in and harassing them.
Superintendent McCarthy stated that law enforcement is twisted and wrong to look at narcotics as the crime.
